Hull City Council plays a vital role in keeping bus services running smoothly, including those funded by the Bus Service Improvement Plan (BSIP).
With rising expectations, more complex data demands, and the need to have confident, evidence-based conversations with operators, the Council turned to the Mosaiq Transit Intelligence Suite. The result? A shift from slow, manual data wrangling to fast, actionable insights, enabling daily cancellation tracking, stop analysis and more constructive discussions with operators.

Cancelling the Chaos: Putting Reliable Data at the Heart of Service Monitoring
Before Mosaiq, tracking missed journeys used to be a cumbersome, manual process. The transit team at Hull City Council spent hours bouncing between spreadsheets and multiple websites, trying to piece data together.
Steve Lines, Senior Interchange Officer at Hull City Council, said:When I first joined, my time was split across two or three websites, just to verify cancellations, and even then, it wasn’t always right. Now I just use Mosaiq. It gives us the data we need in one place. We use it every day.
The team checks both BSIP and non-BSIP services daily, logging results into a live spreadsheet that rolls into monthly reports. Senior managers use those reports with local operators Stagecoach and East Yorkshire to discuss service reliability.
Reliable Data, All in One Place
In the past, the Council used open data tools such as BODS and bustimes.org.
Denis O’Shea, Route Support and Data Officer, said:Mosaiq is reliable, it’s responsive and the data is always there when you need it.
The difference has been clear. Thanks to Mosaiq’s clear dashboard and intuitive interface, tasks that once took a while day now just take a couple of hours.
Steve said:On a Monday, I used to spend most of the day checking the Friday to Sunday data. Now, I bring the weekend data up in Mosaiq and I’m done in a few hours.
With the ability to filter by day, service or stop, the team can easily spot trends, check discrepancies, and build a clear picture of network performance.
Freeing Staff to Focus on What Matters
One of the most tangible benefits has been how Mosaiq has allowed Hull City Council to redeploy staff more effectively.
Denis said:We used to have Interchange Supervisors stationed at bays and bus stops, simply to watch buses to ensure the service actually ran. Now we’ve got data that shows whether a journey ran, so we can use those staff for more valuable work.
Instead of being tied up with repetitive checks, the team can now investigate problems, improve reporting and support wider planning across the network.
Denis said:Mosaiq is efficient, and that’s helped to improve the department’s efficiency.
A Faster, Smarter Future for Bus Operations in Hull
From daily cancellation checks to operational problem solving, the transit team at Hull City Council now use Mosaiq to provide the clarity, confidence and time savings they need.
Denis said:We’ve gone from spending hours glued to screens, to having time to focus on the bigger picture. With Mosaiq we’re working faster, we’re working smarter, and we’ve got the data to back up everything.
Support that Goes Beyond Software
Beyond the technology itself, Hull City Council has also valued the response from the Mosaiq team.
Denis said:The Mosaiq team explained everything in a way that made sense. The training and patience shown during onboarding were excellent. With Mosaiq, if we raise something, the team responds. Even if they can’t fix it straight away, they’ll suggest alternatives or workarounds, and that makes a real difference.
