MAN Truck & Bus has partnered with the Government of Azerbaijan and local distributor Improtex Trucks & Buses to introduce electric buses into the country’s public transport system. The move is intended to support the development of more sustainable urban mobility and reduce emissions in cities.
To mark this partnership, a memorandum of understanding (MoU) was signed in Baku by MAN CEO Alexander Vlaskamp, Azerbaijan’s Deputy Minister of Economy Samad Bashirli, and Improtex President Fizuli Alakbarov. The agreement sets out plans for the phased delivery and local assembly of MAN Lion’s City E buses.

The first electric buses are scheduled to arrive in 2026. Vehicles will be shipped in semi-knock down (xKD) form, with final assembly and testing carried out in Azerbaijan.
MAN will provide technical expertise and training to help establish production capacity and support local staff. Over time, the partners aim to expand the degree of local assembly and incorporate components manufactured in the country.
The cooperation in Azerbaijan forms part of MAN’s wider efforts to expand its international bus business. While Europe remains central to operations, the company is increasingly targeting other markets as demand for electric buses develops worldwide.
Alexander Vlaskamp, CEO of MAN Truck & Bus said:With this agreement, we are opening a new chapter in our international cooperation. Azerbaijan is investing in sustainable urban mobility – and we are contributing our expertise in the field of electromobility. Together, we are making an important contribution to clean and efficient transport solutions in the region.
